COLUMBIA, S.C. (AP) -- An independent consultant cites technology and management shortcomings at the South Carolina Employment Security Commission and suggests rejecting more claims for benefits. Legislators on Thursday began reviewing the report from The Lucas Group of Boston as they debate overhauling the troubled agency. State auditors found that the agency lacked accounting skills to properly report finances and hadn't done enough to avoid the need to borrow money. The Lucas report says more claims should be filed electronically and more hearings handled by telephone or online. It also says the commission isn't doing enough to make sure people are looking for work.
